Privacy-safe by design
The Actor asks the official FCC Socrata API for grouped daily counts only. It never requests or returns raw complaint rows, telephone numbers, ZIP codes, complaint identifiers, locations, narratives, or company responses. A minimum count is required independently in both comparison windows.
