Charged once per change record written to the dataset: a newly entered recompete window, an end-date change, an extension, a value, supplier, agency, status, category or procurement-method change, a new match entering the watched portfolio, or a watched contract disappearing from AusTender. Every signal is confirmed against the live source before it is emitted. Never charged for unchanged contracts, background comparisons, retries, source failures or discarded portfolio anomalies.

Charged once per run, and only after AusTender has conclusively answered about at least one contract or read at least one expiry window. Covers loading the stored portfolio, planning the incremental horizon and last-modified scans, and the portfolio-wide safety checks. Never charged when AusTender could not be reached, when every entry was rejected, or when the run charge limit could not also fund a single result row.
