Despite my queries having "&prospectedByCurrentTeam[]=no" in them, the vast majority of data downloaded by the scraper is data I've previously downloaded. I've tested manually and it isn't working. Is the scraper choosing to omit this portion of the query?

I don't think so, when you enable that query param, it never gets duplicate data in first place
