Rows are paged from the TX Socrata resource (:id order, $limit/$offset) and the count(*) reconciled against delivery. right_to_transact_business_code and sos_status_code are emitted exactly as published; no derived active/inactive flag is added. Streaming, bounded to maxRecords. A Socrata error on page 0 fails loud.
