MSHA Mine ID Portfolio Status Event Monitor

Watch a book of MSHA Mine IDs and emit typed mine-register status/controller/operator events when the official MSHA Open Government Data Mines.zip shows a watched mine becoming Active, changing status, leaving Active for Abandoned/NonProducing/Temporarily Idled, changing controller, changing operator, or reappearing on the register.

Not a nationwide mines/violations dump billed as rows. Not an OSHA injury-leads twin. Not unpaid mining-SaaS scrape. Default product = mine-register status events only (Violations/Inspections/Accidents companion zips are optional enrichment later — not this SKU).

Coverage honesty (MINE_ID exact match)

• Source: Official MSHA OGD https://arlweb.msha.gov/OpenGovernmentData/DataSets/Mines.zip (public; no key). Live-verified 200 / application/x-zip-compressed.
• Keys: Exact MINE_ID match after normalize (7-digit zero-pad). Name+state is not used for matching.
• Cadence: Follows MSHA OGD Mines.zip refresh (not streaming).
• Fields: CURRENT_MINE_STATUS, CURRENT_STATUS_DT, controller/operator IDs+names, commodity/SIC, state/county — facility/org data; minimise unnecessary personal fields.
• Limitation: Does not stream full violation/accident dumps. Absence from Mines.txt is rare (register is historical); status flips are the primary signal.

Modes

• sourceMode=fixture (default): Store health / CI. With emitFixtureDemoEvents=false (default) emits only RUN_STATUS / FIXTURE_HEALTH → 0 product charges.
• sourceMode=live: Official MSHA Mines.zip (no API key). One register pull, then in-memory filter to the watchlist — does not bill national rows.
