Monitor US Federal Register rules, proposed rules, notices, and presidential documents by agency, keyword, and publication date. Each record preserves the document number, original agency/action/date text, typed effective and comment deadline fields when the source supplies them, and links to FederalRegister.gov and the official GovInfo PDF.
Use changes with a dedicated stateStoreId for recurring checks. The first changes run reports all matches as new; later runs deliver only new or changed records. Do not run the same state store concurrently. Date filters (publicationDateFrom, publicationDateTo) are part of the state key. The bounded window is controlled by maxRecords and maxPages; a zero-result or bounded run does not prove that no matching document exists outside that window.
effectiveDate and commentDeadline are returned only when the official API exposes effective_on or comments_close_on. The Actor does not infer deadlines from prose. datesOriginal preserves the source's date statement for review.
