'ok' for a normally-parsed row. 'fetch_failed' means the detail-page fetch itself failed after retries β the filing's content was never examined; transient, superseded automatically once a later run's fetch succeeds for the same filing. 'scanned_unparsed' means this filing was submitted on paper β Senate EFD serves it as a scanned image/PDF at /search/view/paper//, not the structured HTML table electronic PTRs get, and there is no OCR fallback. 'parse_failed' means the /ptr// page fetched successfully but had zero parseable table rows β a parser bug or a Senate EFD layout change. Every non-'ok' status is a placeholder row: every transaction-detail field (transaction_date, ticker, asset_name, asset_type, asset_subtype, type, amount_min, amount_max, owner) is null, and pdf_url points at the filing's detail page. No filing is ever silently dropped from output.
