Fix (gate B, found in private cloud run xTtkGUYoLmJIVDO11): when an input's company was delivered and charged but its filings or financials did not fit the max total charge, the run wrote a not-processed-charge-limit row saying "Nothing was charged for this input" (untrue). It now writes a free partly-processed-charge-limit row, and the status message counts "N partly processed" separately. Financials skipped for budget are reported the same way.

Fix (PRIV-P0-20 / BILL-1): when a charge uses the max total charge exactly, the free corporate-tree / monitor-check row of the record just paid for is still delivered, and the run is reported as stopped only when a billable record is actually refused (no false "maximum charge reached").
Fix (gate B): inputs not reached because of the max total charge get a free not-processed-charge-limit row; the final status message says "N not processed (max total charge reached)". Financials skipped for budget now count as a budget stop.
Security (SEC-1 / A09): the SEC contact e-mail and OpenCorporates token are redacted from fetch errors, error rows, run log and failure message (src/redact.ts).
Contact: the fixed User-Agent contact is now hello@webrevenuescan.com (role mailbox) instead of a personal address.
