This Actor produces a deterministic shortlist of Australian registered charities that combine meaningful year-over-year revenue growth with evidence of funding or financial capacity. It uses only official Australian Government open data, requires no login or API key, and does not visit individual Charity Register pages.
What qualifies
A charity is emitted only when its normalized 11-digit ABN appears in the current Registered Charities dataset and both the 2024 and 2023 Annual Information Statement (AIS) datasets, and all of these conditions hold:
- its current registration status is
Registered; - 2024 total revenue is at least the configured minimum;
- 2023 total revenue is present and greater than zero;
- 2023 total revenue meets the stable comparison-base threshold;
- year-over-year revenue growth is within the configured minimum and maximum; and
- either 2024 government revenue plus donations and bequests meets the external-funding threshold, or 2024 net assets meets the net-assets threshold.
Missing or malformed required revenue values never qualify. Missing optional financial values remain null; they are not silently converted to zero. Results are ranked by unrounded growth percentage descending, current revenue descending, then ABN ascending.
Inputs and defaults
| Input | Default | Meaning |
|---|---|---|
maxItems | 100 | Maximum Dataset items, also subject to the run's PPE capacity |
minRevenueAud | 500,000 | Minimum 2024 total revenue |
minPreviousRevenueAud | 100,000 | Minimum stable 2023 comparison base |
minRevenueGrowthPct | 20 | Minimum growth from 2023 to 2024 |
maxRevenueGrowthPct | 1,000 | Maximum accepted growth stability guard |
minExternalFundingAud | 100,000 | Minimum government revenue plus donations/bequests |
minNetAssetsAud | 500,000 | Alternative minimum net-assets signal |
states | [] | Optional current address-state filter; empty means all states and territories |
Sources and integrity
At runtime the Actor calls the data.gov.au CKAN API for these ACNC packages and resolves one suitable current CSV from each package rather than relying on dated download URLs:
- ACNC Registered Charities
- ACNC 2024 Annual Information Statement
- ACNC 2023 Annual Information Statement
Program, group-member, explanatory-note, spreadsheet, and PDF resources are excluded. Resolution fails clearly unless exactly one main CSV remains. Downloads use bounded retries and timeouts, and CSVs are streamed to temporary files and parsed row by row. Only required join and calculation fields are retained in memory.
Financial figures are charity-submitted AIS data published by the Australian Charities and Not-for-profits Commission (ACNC) through data.gov.au. They are screening signals, not financial advice. Published datasets may omit information that a charity has withheld. This Actor does not collect Responsible Person or other personal governance information.
Output
Each default Dataset item is one qualified charity with complete organisation, revenue, absolute and percentage growth, capacity evidence, source-reported size, derived revenue band, deterministic data-quality flags, source attribution, and collection time. An extreme revenue/net-assets mismatch (revenue of at least AUD 10 million, positive net assets, and a ratio above 1,000) excludes the record without modifying source values. A reported-size/revenue-band mismatch is flagged but does not exclude it.
SUMMARY in the default Key-Value Store contains row counts, invalid-row counts, stability and data-quality exclusions, filters, limiting statistics, package IDs, status, and duration. Zero qualified leads is a successful run and produces no diagnostic Dataset row.
The implementation is compatible with Apify Pay Per Event capacity calculation. Dataset.pushData() owns default dataset-item charging; the Actor does not synthesize charge events. Monetization is intentionally not configured here.
