Environment Agency EEE Producer Register Change Signals

Monitors the Environment Agency's EEE producer public register from the official WEEE public-registers page. Every live run resolves the exact current “EEE producer public register” ODS from that page. It does not claim UK-wide coverage. The page has generally published monthly updates, but cadence is controlled by the publisher.

Identity and signals

The stable key is the official Producer registration number; there is no name/address fallback. Null keys or conflicting duplicates stop processing with PREFLIGHT_BLOCKED: PRODUCER_REGISTRATION_NUMBER_NOT_STABLE. Implemented signals are PRODUCER_ADDED, PRODUCER_DETAILS_CHANGED, PRODUCER_NO_LONGER_LISTED, PCS_CHANGED, and OBLIGATION_TYPE_CHANGED. The latter two are supported because the observed ODS contains the source columns “Producer compliance scheme or Direct registrant” and “Producer obligation type”.

No-longer-listed does not mean cancelled, deregistered, or non-compliant. Signals report differences between accepted publications only.

Baseline, atomicity, and anomaly guard

The first successful live run saves the full validated current-year sheet and emits zero items (BASELINE_INITIALIZED). An unchanged run emits zero. maxItems only limits Dataset output. The Actor validates the ZIP container, content.xml, current-year sheet, header location, required schema, source size, row minimum, key statistics, schema signature, previous/current ratio, and mass disappearance. Dataset and OUTPUT complete before the compressed snapshot is committed last. Any failure emits no business signals and retains the previous snapshot.

The stronger disappearance breaker reflects the publication's February 2025 correction for missing data.

Sample and privacy

mode=sample runs a deterministic non-empty fixture through production diff/filter code, with zero external HTTP, no production named KVS access, and no snapshot mutation.

Only organisation name/trading name, obligation type, producer registration number, and compliance-scheme fields are retained. Addresses, emails, telephone/fax numbers, and authorised-representative contact/address information are excluded.
