Source: NHSBSA Drug Tariff Part VIII, monthly CSV, published monthly. NHSBSA public-sector information is reused under the Open Government Licence v3.0. Attribution: contains public sector information licensed under the Open Government Licence v3.0. The Actor stores a derived normalized snapshot and redistributes change records.

Stable key preflight

Stage 0 used July, August and September 2026. The official VMPP Snomed Code is the key: it identifies the medicinal-product pack and excludes price, category and every compared value. July/August/September had 3,535/3,542/3,533 raw and normalized products and zero collisions. July→August matched 3,533 (99.75%), added 9, removed 2; August→September matched 3,524 (99.49%), added 9, removed 18. Unmatched ratios were 0.16% and 0.38%; no suspicious mass ADD+REMOVE churn was present. Description whitespace/Unicode normalization is display-only and does not control identity. KEY_STABILITY_PREFLIGHT = PASS.

Operation

{"mode":"sample","maxItems":100} is the deterministic demonstration mode used by the example run. It creates representative product-month states keyed by VMPP Snomed Code and passes them through the same production normalize, diff and filtering logic. It does not fetch NHSBSA data, open the production named key-value store, or read/write the production baseline. Live mode uses the official source and persistent snapshot.

The first live run creates a full baseline and emits zero signals. Later identical live runs emit zero. Processing is fetch → parse → normalize → validate → load/compare prior snapshot → Dataset → OUTPUT summary → compressed snapshot commit. Any fetch, schema, anomaly, Dataset or summary failure retains the prior snapshot. maxItems limits Dataset output only and never truncates the stored live snapshot. Schedule monthly after NHSBSA publication; the Actor promises no faster freshness.

Inputs are mode, signalTypes, productKeywords (literal case-insensitive filter), categories, minPriceIncreasePercent, minPriceDecreasePercent, baselineOnly, and maxItems. Output records include the official product key, description/strength/form/pack, previous/current price and category, deltas, tariff month and source. Null transitions never become price movements.

Known limitations: source corrections appear as changes; SNOMED replacement can appear as remove/add; category-C reference details are not separately supplied by this CSV. The full snapshot is roughly thousands of compact records and uses compressed key-value storage; runtime/network cost is dominated by one small monthly CSV.
