Tracks changes in the official DESNZ UK ETS allocation table using the published permit ID as identity. Live runs download the complete current XLSX, validate its schema and keys, compare it with a persistent full snapshot, write Dataset signals, write OUTPUT, and commit the snapshot last.
The first valid live run is a zero-signal baseline. Missing installations require two consecutive clean snapshots before INSTALLATION_NO_LONGER_LISTED; absence is not described as closure or revocation. Allocation formatting is numeric-canonicalized. One entity produces at most one signal per run. maxItems limits Dataset output only.
Sample mode makes no official HTTP request and does not open the production KVS. It runs deterministic fixtures through the production normalize, diff and filter functions and emits a non-empty Dataset.
Signals: INSTALLATION_ADDED, FREE_ALLOCATION_INCREASED, FREE_ALLOCATION_DECREASED, ALLOCATION_DETAILS_CHANGED, INSTALLATION_NO_LONGER_LISTED.
