Tracks planning, construction, operation, capacity, connection, and operator changes in the official DESNZ Heat Networks Planning Database (HNPD). It is designed for infrastructure, development, supply-chain, and policy intelligence workflows.
The official HNPD states that it covers district and communal heat-network deployment across the United Kingdom, including inception through decommissioning, and is updated during the month after each quarter. It is published under the Open Government Licence v3.0. Commercial reuse, persistent storage, derivatives, and redistribution are permitted subject to attribution, exclusions, third-party rights, and no endorsement. Attribution: contains public sector information licensed under OGL v3.0; source DESNZ.
Ref ID is the stable key. Supported signals: NEW_HEAT_NETWORK_PROJECT, PLANNING_PERMISSION_GRANTED, PLANNING_PERMISSION_REFUSED, CONSTRUCTION_STARTED, NETWORK_OPERATIONAL, NETWORK_DECOMMISSIONED, CAPACITY_CHANGED, CUSTOMER_CONNECTIONS_CHANGED, OPERATOR_CHANGED, TECHNOLOGY_CHANGED, DEVELOPMENT_STATUS_CHANGED, and PROJECT_NAME_CHANGED. Numeric signals include previous/current values, absolute delta, and percentage delta; null transitions are suppressed and previous zero produces a null percentage.
The first live run stores a validated full compressed baseline and emits zero signals. Later unchanged runs emit zero. Filters and maxItems limit Dataset output only. Snapshot commit occurs only after Dataset and summary writes. Schedule quarterly or monthly. Example: {"mode":"sample","maxItems":100}. Sample mode is isolated from official fetch and production KVS and uses the production normalize/diff/filter logic.
Known limitations: HNPD is a published planning database, not an exhaustive guarantee of every UK network or a prediction; dates and status are as reported by DESNZ; optional nulls do not produce changes.
