Limitations

  • Estimated value often absent: Finnish national-threshold procurements (below the EU threshold) frequently don't disclose an estimated contract value on the notice — this is how buyers publish, not a gap in the actor.
  • Description text is Finnish by default: Hilma primarily publishes in Finnish; Swedish/English titles and descriptions are used as fallback only when the Finnish field is empty.
  • CPV description: some notices publish the CPV code without an accompanying description string, in which case only the code is returned.
  • Legacy notices: notices published before Finland's ~2023 move to the EU eForms standard use a slightly different detail URL pattern; the actor detects and builds the correct link automatically.
