When retrieving search results based on hashtags using TikTok Scraper, videos that do not contain the specified hashtags are also being included in the results. Additionally, despite setting the maximum number of videos to 1000, the actual number of collected videos is only around 300-400. Please check this issue.

Unfortunately, the data we get comes straight from TikTok itself, so there is nothing we can do about this :(
You can test it out yourself, by opening a fresh new browser with private mode and going through such hashtags. When not logged in (which is how we have to scrape) the videos stop after about 300–400 results. Also, the TikTok algorithm adds some similar videos into the hashtags search, which you can also test out yourself.
