Every time I re-run this scrape it grabs the same businesses, granted I'm not filtering by more than a city but in the largest city in the U.S for the industry I'm searching wouldn't it have the ability to scrape business that it hasn't before without me narrowing by zip code? Have you ever thought about incorporating a radius around a location?

The scraper will give you duplicate results if you run the same query multiple times.
If you want a finer control of the physical scrape boundaries, you can create custom geolocation polygons (guide here). You can also use GeoJSON.io, which comes with a simple interface.
