TX Statewide Contracts, TxSmartBuy (tx-smartbuy-contracts)

The Texas Comptroller statewide contracts (SPD / TxSmartBuy) - who is on each contract, for which NIGP commodity codes, over what term - with contractor profiles enriched by exact vendor ID.

This is a different layer from the solicitation feed: not an opportunity to bid on, but a contract that is already in place and the vendors holding it.

The vendor ID is the point

Each contractor carries a 13-digit Comptroller VID - the same identifier the CMBL vendor directory and the VPTS performance register use. That makes "which contracts is this vendor on" and "who is this contractor" exact ID joins, not name matches.

includeCmbProfiles (default on) uses that ID to attach the contractor's CMBL profile - HUB approval, small-business / SDV / QISV flags, and NIGP capability.

Why this is hard

A contract is a parent record with a variable set of children - multiple contractors, many NIGP lines, detail rows that only some contracts carry. Flattening that naively either loses contractors or duplicates the contract once per child line, which is why the output keeps contractors[] as a nested array and enriches it in place.

The source also reports the contractor's vendor ID in more than one length, so joining it to the CMBL/VPTS key requires normalizing the identifier before matching - the difference between a working join and a silently empty one.

  "contractPerformance": "The Statewide Procurement Division Contract Management Office (SCMO), a division of the Comptroller of Public Accounts (CPA), administers a vendor performance program for use by all customers per Texas Government Code (TGC), 2262.055, and 34 Texas Administrative Code (TAC), 20.108.
