Brazil Data Center Watch

Structured records in English on data centers in Brazil, taken from official sources: federal bills, laws and decrees, ANEEL open data and municipal gazette acts. Every record has a type, jurisdiction, status, date, source name and link to the official page. An optional weekly edition summarizes the week with a citation for each item.

Use this when

• You need the bills, laws, decrees and regulatory acts on data centers in Brazil that changed since a given date, with their official status.
• You follow the Redata tax regime (Regime Especial de Tributação para Serviços de Datacenter, Law No. 15,504/2026) and the acts that implement it.
• You track ANEEL decisions that grant data center projects access to the Basic Grid (Rede Básica) and ANEEL public consultations. These come from the Federal Official Gazette, which is temporarily out (see Sources).
• You look for municipal acts tied to data center projects (licensing, incentives, commitment agreements).
• You want company names and CNPJ numbers of legal entities named in those acts (developer or supplier).
• An AI agent needs dated, linked Brazilian official records in English.

Do not use this when

• You need legal advice or a certified translation. English titles and summaries are glossary-based translations of the official Portuguese text.
• You need state legislation (not covered yet), systematic public procurement from the National Public Procurement Portal (PNCP, planned), or import data by NCM code (planned).

minRelevance	number	0.6	Minimum relevance, 0 to 1. 1 = names data centers or Redata; 0.6 = grid access for large loads; 0.4 = power self-production; 0.35 = digital infrastructure or cloud, or an act that only defines "data center" in a glossary. Public tenders and contracts score at most 0.5, so the default leaves them out: use 0.5 or lower to receive them.
maxRecords	integer	200	Records returned. Only records not yet delivered to your account count. Hard cap 1000 in the code.
includeEdition	boolean	true	Returns the weekly edition first, only when it was published in the last 7 days and not yet delivered to your account.

Output

Dataset items with item_type:

• record: one official record. Fields: id (sha1 of source URL + Portuguese title), type, jurisdiction, title_pt, title_en, summary_en, status (introduced, in_committee, approved, sanctioned, in_force, consultation_open, awarded, announced, archived, vetoed or empty), status_pt (official wording), date, deadline, retrieved_at, source_name, source_url, entities (legal entities only: cnpj, name, role), tags (redata, energy, water, tax, zoning, environment, fiber, cooling, ai), relevance (0 to 1), warnings.
• edition: the weekly edition, with edition.markdown, edition.sections, edition.period and edition.kind (editorial or extractive). The Markdown is also saved as EDITION in the run's key-value store.
• notice: one free item when the run has nothing to deliver, with the reason in title_en (no new record since your last run, or no record matching the filters).

Only new items: the Actor keeps, in a named key-value store bdcw-watch-state of your own account (key DELIVERED), the record ids with their official date and the edition ids already delivered. A record is delivered and charged once per account and comes back only when its official date changes (for example, a new status of a bill). Delete the DELIVERED key to receive everything again. Run one schedule at a time per account: two runs started at the same moment read the same state and may both return the same record.

RUN_SUMMARY in the run's key-value store lists the filters, records returned, charged events and warnings. A field without an official source is left empty; nothing is inferred.

Price (pay per event)

Examples: a weekly run with a new edition and up to 200 records of that week costs 9.10. A run without edition that returns 50 records costs 1.10. A run that finds no record, or nothing new since your last run, costs 0.10. Not charged: records and editions already delivered to your account, invalid input, missing configuration, records store unavailable, no new edition, and the automatic extractive digest (delivered free when no editorial edition was published). The run stops charging at the spending limit you set (maxTotalChargeUsd).

Sources

Federal Official Gazette (DOU): temporarily out, awaiting the official route (DOU: temporariamente fora, aguardando rota oficial). Its website disallows automated access in robots.txt, so it is not read until an official reuse route is in place.

Methodology

• A private collector runs once a day. It queries each source with these Portuguese terms: "data center", "datacenter", "centro de dados", "Redata", "centro de processamento de dados", "infraestrutura digital", "computação em nuvem", "conexão de carga", "autoprodução". It waits at least 1.1 seconds between requests to the same host. A source that is down is reported in the run summary; it never stops the other sources.
• Relevance: 1 when a core term (data center, centro de dados, Redata) is in the text, 0.6 for grid-access terms (Rede Básica, load connection), 0.4 for self-production, 0.35 for adjacent terms (digital infrastructure, cloud computing). Procurement and contract notices count half. A core term that only appears as a defined word in an act's glossary (for example an internal IT security policy) counts as 0.35. Records under 0.3 are not kept.
• date is the publication date for gazette acts and the date of the latest status change for bills.
• English titles: bills and laws use a glossary-based translation of the official summary (ementa). Gazette acts use a template: act type, number and date in English, a topic phrase inferred from the official text by keyword rules (for example "data center maintenance and support"), and the issuing body's English name. Summaries are glossary-based translations of the first sentences of the official text. A title or summary in which 10% or more of the words are still Portuguese carries title_en_partial_translation or summary_en_partial_translation in warnings.
• The same act published twice (a republication in the gazette, or a law that comes both from the gazette and from the Senate legislation list) is kept once: the record with the earliest date.
• The weekly editorial edition is written from the official texts, every item cited. When no editorial edition was published for 8 days, the collector writes an automatic extractive digest (headlines by section).
• Personal data: only legal entities. Personnel acts (Federal Official Gazette Section 2, civil service exams, appointments) are excluded. CPF numbers, e-mail addresses, phone numbers and names after personal role labels are removed from every text.
