What does RVO Subsidy Tracker do?
RVO Subsidy Tracker is a Dutch subsidy and grant scheme tracker for subsidy advisers and SME consultants: it gives you every open RVO scheme (subsidieregelingen) with its status, budget, opening and closing date and apply link, and then tells you each morning what changed: new schemes, a bigger or smaller budget, a moved deadline, a scheme that opens or closes, and a one-time alert 30 days before a deadline. No more checking rvo.nl by hand for your clients.
Why subsidy advisers use it
Your value is knowing about a scheme before your client's competitor does, and never missing a deadline. RVO publishes its schemes (regelingen) as open data and keeps changing them: budgets are topped up or cut, application periods move, "temporarily closed" becomes open again. This Actor watches all of it for you and delivers only what matters for the clients you advise.
- Every scheme once, then only changes. The first runs give you the full picture, 25 schemes a run unless you raise the cap; after that you receive new schemes and real changes only, not the same list every day.
- Deadline alerts. When a deadline comes within 30 days, the scheme is sent to you once, with the number of days left.
- Filters that match your clients. Sector, target group (mkb, zzp, grootbedrijf), minimum budget and open-only.
- Ready to act on. Each scheme comes with RVO's own status, the budget, exact dates and times, the "Direct aanvragen" link and the RVO page.
- Official source. Built on RVO's open data (CC0), not on a copy of someone else's list.
Two ways to use it
Change feed: the daily subsidy radar (recommended). Schedule a task daily. The first run delivers the schemes that match your filters, 25 a run by default (maxRegelingenPerRun), soonest deadline first, so a broad filter fills your feed over a few runs. After that, every run delivers only:
changeReasons value | Meaning | Charged as |
|---|---|---|
new | The regeling is new in your feed: newly published by RVO, reopened, or matching your filters for the first time. | scheme-delivered |
status | RVO changed the status, for example announced → open, open → closed, or temporarily closed → open. | scheme-change |
budget | The published total budget changed. | scheme-change |
opening-date | The date or time the application period opens changed. | scheme-change |
closing-date | The deadline (closing date or time) changed. | scheme-change |
deadline-approaching | The deadline of an open or announced regeling is now 30 days away or less. Sent once per deadline. | scheme-change |
One scheme with several changes on the same day is one record, charged once. A scheme you received stays followed after it closes or stops matching your filters, so you always hear that it closed. Edits to texts and descriptions are not sent as changes; the next record you receive simply contains the latest text.
Full list: a current overview for a client. Set Output to Full list. Every run delivers the matching schemes, soonest deadline first, up to maxRegelingenPerRun: 25 by default, so raise it if your filters match more and you want them all. Use it for an intake meeting or a quarterly overview. Each scheme in the list is charged, every run.
Features
- Dutch subsidy tracker built on RVO's official open data (CC0), enriched with status, budget and application period from each scheme page on rvo.nl
- Daily change feed: new schemes, budget changes, moved deadlines, openings and closings, with old and new values
- 30-day deadline alerts, sent once per scheme with the days left
- Filters by sector, target group, minimum budget and open-only, matching how advisers segment their clients
- Apply link and RVO page per scheme, with
applyUrlKindtelling you what kind of link it is - Full-list mode for a current overview, soonest deadline first
- Webhook per run with one line per new or changed scheme, ready for Make, Zapier, n8n, e-mail or your CRM
- Fails safe: when rvo.nl changes its website, the run stops with a clear message and delivers nothing, so it costs only Apify's start event of $0.00005
Use cases
Subsidy advisers: a deadline alert workflow per client group
A typical set-up for an adviser with mkb clients in tech and energy:
- Create a task with this input and name the feed after the client group:
{"mode": "changes","onlyOpen": true,"targetGroups": ["mkb"],"sectors": ["ICT", "Energiesector"],"stateKey": "mkb-tech-energie"}
- Schedule it daily, for example at 07:00. The first runs fill your overview, 25 schemes a run by default; from then on you only receive what changed.
- Add a webhook (field Webhook URL) pointing to a Make scenario, a Zapier "Catch Hook" or n8n. After each run with news you receive a JSON message with one line per scheme, for example
Innovatiekrediet: deadline in 30 days (2026-10-16). - Route the alerts. In Make or Zapier, filter on lines containing
deadline inand send them to your e-mail, Teams or Slack. Send the other lines (new schemes, budget and status changes) to a weekly digest. - Want the full details? The webhook message contains
datasetUrl. Fetch it and filter onpayload.changeReasonscontainingdeadline-approaching, then create a task in your CRM per client withclosingDate, applyUrlandbudgetEur.
For a quick weekly check without automation, open the dataset's Deadlines view in Apify Console: every delivered scheme with its closing date and days left.
SME consultants and accountants: a current overview for an intake
Run the full list with the client's sector and target group before an intake meeting, sorted by soonest deadline, and hand the client the schemes that are open right now with their budgets and apply links.
Funding platforms and grant software
Call the Actor from your backend, store rvoId as the stable key, and keep your scheme catalogue current from the change feed instead of re-scraping rvo.nl.
How to use it
- For a first look, keep Output on
full-listand narrow it down with Sectors, Target groups and Minimum budget. That gives you every open scheme that fits, each with status, budget, opening and closing dates and the link where an application actually starts. - Mind
maxRegelingenPerRun. It is 25 by default, so no run charges for more than 25 delivered schemes, $31.25 at $1.25 each; changes to schemes already in your feed are never held back. This Actor is priced for a premium niche: raise the cap when you know how many schemes your filters match. In a full list, the cap is how many you see. - Switch Output to
changesand give the feed a name in Feed name, then schedule it daily. From then on a run only delivers what is new or has genuinely changed, plus a flag when a deadline falls inside the next 30 days. Point Webhook URL at your own system to be told the same day.
The three views split the work: regelingen is the scheme table, deadlines is the one an adviser opens on Monday morning, and details holds the longer text per scheme. Because the change feed only charges for new schemes and real changes, a quiet day costs almost nothing, and an unchanged run costs only the $0.00005 start event.
What it is not is a subsidy adviser. It reports what RVO publishes in its open data: status, amounts, dates and the application link. Whether your company qualifies, and whether an application is worth the effort, is the judgement you or your adviser still make. Provincial and municipal schemes are outside RVO and therefore outside this feed.
{"mode": "changes","sectors": ["ICT"],"targetGroups": ["mkb"],"stateKey": "ict-mkb-feed"}
Input
| Field | What it does | Example |
|---|---|---|
mode | changes (daily deltas) or full-list (current overview). | "full-list" |
onlyOpen | Leaves out closed schemes; announced schemes are included. A scheme already in your feed stays followed when it closes. | true |
sectors | RVO's sector names, for example ICT, Agrarische sector, Bouw en infrastructuur. Empty for all sectors. | ["ICT"] |
targetGroups | mkb, zzp or groot. RVO labels schemes "MKB (ook zzp)", so zzp selects the same schemes as mkb. | ["mkb"] |
minBudgetEur | Only schemes with at least this published budget. | 100000 |
includeWithoutBudget | Whether schemes without a published budget (like WBSO) stay in when a minimum budget is set. | true |
maxRegelingenPerRun | Caps the schemes charged as delivered in one run, soonest deadline first. In a change feed the other new schemes follow in later runs, and changes to schemes already in your feed are never held back; such a run still ends as succeeded, and its log says how many new schemes follow. A full list stops after this many schemes. | 3 |
webhookUrl | Receives a JSON summary with one line per new or changed scheme after each run that found something; must be a public http(s) address and is stored encrypted. | https://hooks.example.com/subsidies |
stateKey | Keeps separate feeds apart, for example one per client group. Defaults to the task ID; a run without a task keeps one feed per output mode and filters. Runs that share a feed (the same feed name, the same task, or direct runs with the same output mode and filters) take turns: a run that starts while another is still working waits for it, at most 10 minutes or half of the time it has left before its own timeout, and then continues on that run's results; if the other run is still working after that, it fails before it reads or charges for a scheme. | mkb-tech-energie |
Changing the filters of a task starts a new feed: it delivers the matching schemes again from the start.

An example change record, taken from the Actor's test data (a real RVO scheme, with the budget and deadline altered to show a change). Every record has the same envelope: changeType (added, changed, removed, or unchanged in a full list), the structured changes with old and new values, a one-line summary, and the scheme itself in payload.

Pricing
Pay per result, no subscription: 100 delivered schemes cost 100 × $1.25 = $125.
| Event | Name | What it means | Price |
|---|---|---|---|
apify-actor-start | Actor start | Charged by Apify when a run starts: once for a run of up to 1 GB of memory, and once more for every extra GB. It covers the first five seconds of compute. | $0.00005 per run up to 1 GB of memory ($0.05 per 1,000) |
scheme-delivered (primary) | Regeling delivered | A regeling delivered with status, budget, dates and apply link: the first time it enters your change feed, or every regeling in a full list. | $1.25 per regeling ($1250.00 per 1,000) |
scheme-change | Regeling change | A change to a regeling already in your feed: status, budget, opening or closing date, or its deadline coming within 30 days. | $0.50 per change ($500.00 per 1,000) |
These are list prices, which the Free plan pays. Paid Apify plans pay less for every event except the Actor start: 5% on Apify's Bronze tier, 10% on Silver and 15% on Gold and higher.
Example. Suppose your filters match 80 open and announced schemes. With the default cap of 25, the first three runs deliver 25 each and the fourth the last 5: 80 × $1.25 = $100 in all, never more than $31.25 for delivered schemes in one run, plus $0.00005 for each start event. With the cap at 80 or more, the first run delivers all 80 for $100. A month with 5 new schemes and 30 changes then costs 5 × $1.25 + 30 × $0.50 = $21.25, plus $0.0015 for 30 daily start events. A day without changes costs nothing but the start fee. Removed schemes are reported for free.
What a run with the default input costs. A run with an empty input, for example an API call with {}, is a change feed of every open and announced scheme in every sector and target group, with maxRegelingenPerRun at 25. A test run on 20 September 2026 found 148 such schemes. The first run delivers the 25 with the soonest deadline, 25 × $1.25 = $31.25, plus $0.00005 for the start event (the default memory is 512 MB and the maximum 1 GB, so every run has exactly one start event). The others follow 25 a run, so all 148 arrive over six runs, for 148 × $1.25 = $185.00 in all. The most one run can charge for delivered schemes with the default input is $31.25, plus $0.00005. A full list with the default cap has the same ceiling, on every run. In a change feed maxRegelingenPerRun does not hold back changes, so a later run can add $0.50 for each scheme already in your feed, at most one change per scheme per run: for example $74.00 if 148 schemes in your feed changed on the same day. Schemes stay in your feed after they close, so that number can grow over time. The input form in Apify Console is prefilled with a full list for ICT and mkb capped at 3 schemes, which costs 3 × $1.25 = $3.75, plus $0.00005, on every run. Raise maxRegelingenPerRun, up to 10,000, only when you know how many schemes your filters match.
Set a maximum cost per run in the run options in Apify Console if you want a hard ceiling. Delivery stops at the first scheme that no longer fits: in a change feed, changes to schemes already in your feed come first and anything not delivered follows in the next run; a full list starts again from the top.
FAQ
Where does the Dutch subsidy data come from, and is this an official RVO product?
From RVO itself. The list of schemes comes from the official RVO open data API ("Subsidies en financiering RVO.nl" on data.overheid.nl, CC0). Status, budget and application period are not in that API, so they are read from the structured data behind each scheme page on rvo.nl. Nothing comes from third-party lists. The Actor is an independent service, not an RVO product; for the binding conditions of a scheme, always check the RVO page linked in pageUrl. Unlike a plain scraper you do not get the same list every day: you get the changes, with old and new values.
Which schemes are included?
Every scheme in RVO's subsidy and financing section, including themes and calls that have their own application period or budget (for example the separate DEI+ themes). Explanatory sub-pages such as conditions, FAQs, application steps and results are left out, as are the few permits RVO lists outside its subsidy section. Provincial, municipal and EU-direct schemes that RVO does not publish are not included. Coverage is what RVO's open data list contains: a scheme page on rvo.nl that RVO leaves out of that list is not seen. Sub-pages are filtered out by words in their title or address before they are fetched, such as voorwaarden, aanvraag, resultaten, achtergrond or contact, so a theme or call whose title contains one of those words is left out.
Why does a scheme have no reference number, deadline or budget?
RVO does not publish formal reference numbers: reference holds the abbreviation RVO uses in the name (PIB, DEI+, WBSO, SSEB), falling back to the parent scheme's abbreviation, and rvoId is RVO's stable identifier. Ongoing schemes such as WBSO have no fixed closing date, and many schemes publish no total budget; those fields are then empty and deadlineWithin30Days is false. For a scheme applied for through eLoket or Mijn RVO, applyUrl is often a general RVO login page; applyUrlKind tells you which kind of link you got.
What happens when rvo.nl changes, and what are the limitations?
The run stops with a clear message instead of delivering incomplete data, so it charges for no scheme and costs only the start event; your feed history is kept. If only a few pages cannot be read, you still receive the rest, and schemes are never reported as removed on such a run. A scheme is reported as removed when RVO takes it off its open data list, when it is no longer a scheme of its own (for example a theme page that loses its own application period and budget), or when its page on rvo.nl has been missing (HTTP 404 or 410) for 7 days while RVO still lists it, counted from the first run of any of your feeds or tasks that found it missing. That count starts over when no run found the page missing for more than two weeks and your feed has not run since it started: the page may have been back in the meantime with no run checking it. During those 7 days a change feed keeps the scheme unchanged, and a full list that listed it before leaves it out with a warning and reports no removals, so a scheme whose page is back within those days is not reported as removed and then as new; a page that returns later brings its scheme back as new. RVO's open data API is slow and sometimes returns errors; the Actor retries, and a full list fails, charging for no scheme, rather than being delivered incomplete, while a change feed still checks the schemes already in it. When RVO's open data list or most scheme pages keep failing on a temporary error (no answer, or a server error rather than a refusal), the run waits once for rvo.nl to answer again, for at most 10 minutes, before it gives up. A full list waits when the first page of the list fails. A change feed waits only when the list does not answer at all (more than three of its pages fail, or none lists a scheme); when only a few list pages fail, it carries on without them at once and checks the schemes already in your feed through their own pages. The wait leaves the rest of the run its time: a wait for the list keeps free half of the time the run has left, plus the time it needs for the schemes already in a change feed, and a wait for a scheme page keeps free the time to load the other pages again. The default run timeout is one hour, which fits the largest list this Actor reads (5,000 entries; RVO's list had 1,360 in September 2026); a caller can set another timeout in the run options. A run whose scheme pages fit in its timeout checks every page. One whose pages do not fit checks as many as it can, delivers what it found, and its log and status message say how many pages it did not check; a timeout too short for any page delivers nothing and charges for no scheme. The next run of a change feed starts at the first of those pages, so runs with the same timeout check every page in turn, but only a run that checks every page reports removals; a full list leaves their schemes out. Raise the timeout in the run options if you see that warning. The texts are in Dutch, as published by RVO, and target groups follow RVO's labels, which do not separate zzp from mkb. Daily runs are enough: the deadline alert counts in whole days. In local test runs on 20 September 2026, a run with the default input, which delivered 148 schemes, took 107 to 108 seconds, and a run capped at 3 schemes 26 to 36 seconds.
budgetEur is the total budget RVO publishes, not what is left of it. When RVO only updates its remark in budgetNote, for example that more has been requested than is available, while the status, the total and the dates stay the same, no change is sent; the remark is in the next record you receive for that scheme.
Is reusing this data legal, and does the GDPR apply?
RVO publishes the scheme list as open data under CC0 for exactly this kind of reuse, and the scheme pages are public. A scheme record describes a government programme: name, status, budget, dates and apply link, with RVO's own summary text copied as published, so a person RVO names on a scheme page can appear in that text. No contact person, applicant or recipient is looked up. Whom you approach with the alerts, and on what basis, is your own responsibility.
