Rows are paged from the CT Socrata master resource; an optional statusFilter narrows the SoQL $where on the published status. Nulls are preserved (never coerced to empty string or false). Ownership-certification fields are copied verbatim. The resource count(*) is reconciled against delivery. Streaming, bounded to maxRecords.
