Structural allow-list at ingest — person and contact columns never leave the source

The source workbook has 128 columns, many of them personal, contact, or free-text requirement data. This actor applies a structural allow-list at ingest: only organization/employer, job/occupation, visa-class, case identifiers, status, determination-wage facts and city + state (coarse) geography are read into a record. Every employer point-of-contact, agent/attorney, law firm, e-mail, phone, street address, postal code, province, FEIN, and free-text requirement/notes/travel column is dropped at ingest and never emitted — the code only ever copies the allow-listed columns, so a person/contact field cannot leak.
