incumbent-win on its own with no supplier named is rejected: with nobody to watch the run would report nothing indefinitely while looking healthy.

How the window is read

The source's default order is not newest-first — an un-windowed request returned releases spanning ten days. So recency comes from published_from / published_to, walked to exhaustion through the OCDS links.next cursor. A run that cannot reach the end of its window reports a named PARTIAL rather than implying it read everything.
