The 363 local-authority bulk XML files are discovered from the keyless FSA /Authorities API and streamed; each establishment becomes one record with FHRS (0-5) and FHIS (Scotland) ratings reconciled to a comparable band, staleness computed from the rating date, and component scores flagged for risk. Deduped on FHRSID. Bulk-proof: streamed per-authority, memory bounded.
