The first valid live run stores a full baseline and emits no signals. Later runs compare the complete validated register and can emit APPROVAL_ADDED, APPROVAL_REMOVED, APPROVAL_EXPIRY_CHANGED, APPROVAL_CONDITIONS_CHANGED, and APPROVAL_DETAILS_CHANGED. maxItems limits Dataset output only; it never truncates the stored snapshot.
The stable key is built from the normalized substance name plus the source-native Basic substance and Low-risk a.s. approval-type flags. This combination was unique across all 356 current approval rows in the August 2026 workbook. Source anomalies, missing headers, duplicate keys, and implausible row-count collapses fail closed before diffing or snapshot mutation.
Sample mode is deterministic, uses synthetic records, makes no HSE requests, and does not access the production key-value store.
