UK Packaging Reprocessor & Exporter Registration & Accreditation Change Signals

Monitors the official UK-wide public register of packaging-waste reprocessors and exporters published by Defra. The Actor resolves the current CSV from the official publication page on every live run; attachment URLs are not fixed in code. The page says the register is reviewed weekly and normally updated on Thursdays when changes occur, and also when an operator is suspended or cancelled.

Identity and signals

Registration number is the continuity identity. Each registration contains deterministic sets plus accreditationInstances[], keyed by source-literal Accreditation No; Org ID is retained only as a grouping/detail field. Not set accreditation values are retained. Signals are REGISTRATION_ADDED, REGISTRATION_DETAILS_CHANGED, ACCREDITATION_GRANTED, ACCREDITATION_STATUS_CHANGED, TONNAGE_BAND_CHANGED, ACCREDITATION_NO_LONGER_LISTED, and REGISTRATION_NO_LONGER_LISTED.

Absence means only “no longer listed”: it does not mean cancelled, suspended, or revoked. The Actor does not infer renewal from a changed accreditation number and does not monitor monthly or quarterly report submission columns.

Runtime behaviour

The first successful live run creates a full baseline and emits zero Dataset items (BASELINE_INITIALIZED). An unchanged run also emits zero. maxItems limits Dataset output only; acquisition, validation, diffing, and snapshots always use the complete source. The run writes Dataset and OUTPUT before committing the compressed snapshot last.

Fail-closed guards cover unique source resolution, HTTP/file validity, required headers, registration-key nulls and conflicts, schema signature, minimum rows/entities, previous/current collapse, and mass disappearance. A failure reports SOURCE_ANOMALY, emits no business signals, and preserves the previous accepted snapshot.

Sample mode and privacy

Choose mode=sample for a deterministic, non-empty demonstration through the production normalise/diff path. It performs no external HTTP, does not open the production named KVS, and never mutates a production snapshot.

The snapshot excludes registered-office, head-office, detailed site-address, contact, phone, email, and report-submission fields. Dataset before/after objects contain only compact monitored fields.

The Actor reports publication changes, not legal advice or real-time regulatory status. Source corrections can appear as signals, and no event is emitted while the publication is unchanged.
