Tracks the Authorisation applications worksheet in HSE's official UK REACH workbook, keyed by the complete AFA reference. The separate grandfathered-authorisations worksheet is outside V1 because it uses ECHA references and contains repeated references across applicants.
Live runs fetch the full workbook, validate the schema and unique AFA keys, normalize multi-value fields, compare a persistent full snapshot, write Dataset signals and OUTPUT, then commit the snapshot last. Unknown status text remains UNKNOWN_STAGE. No grant or refusal is inferred beyond explicit source vocabulary. The first valid live run is a zero-signal baseline; removal requires two consecutive clean misses.
