I tried scraping tweets for a hashtag in 2018, but got less and less results.

I know there must be around 10000 tweets in 2018 for the hashtag #lideressociales (language "es"). I first scraped the whole year and got the maximum amount of results that Twitter allows in one search (around 1014). Then I started splitting the time periods in half months to try to get all the tweets. For the first half of januari I got 977 results. The 2nd half of januari gave me only 23 results. I tried the same for februari and got 29 and 14 results for the 1st and 2nd half.
I know there must be way more results. What could be the issue ? (NOTE: The Actor is under maintenance right know, I don't know if that could be the problem ? Why did I do get 1014 results for the first half of januari 2018 ?)
Hi, While the actor’s under maintenance we’re running on reduced scraping capacity, so some searches stop early and return fewer tweets. Once full capacity is back you’ll see normal counts again. In the meantime, breaking the period into smaller 4 to 5 day ranges can help pull more results.
