It seems like the format of URL you provided throws our Actor into an infinite loop, which is something that we should look into and decide if we want to "fix" the URL internally. As for explanation about the charging, this Actor charges for platform usage, which are requests, proxy usage and storage. Your Actor didn't save any results, but it did a lot of requests that didn't end up working, which incurred the charges.
In any case, Instead of providing a url as such: https://www.facebook.com/RockValleySpirits?ref=page_internal/events, if you rewrite it to https://www.facebook.com/RockValleySpirits/events, the Actor starts working correctly (you can also scrape past events by replacing the events by past_hosted_events in the URL (so it ends up as https://www.facebook.com/RockValleySpirits/past_hosted_events).
