Is it legal to scrape the Law Society of Hong Kong directory?

This Actor only reads public volunteer-directory HTML. The Society states the list is not the full Law List, and that personal data must not be used for unrelated purposes. Direct marketing without consent can be an offence under the PDPO. Treat emails and phones as personal data. Your use must comply with PDPO, GDPR where it applies, and the Law Society terms. Do not use the dataset for spam.
