User search doesn't search deep enough

For example, when searching "Elon Musk" with max result limit 250, it only returns 15-30 accounts, even when the maxScroll is set to 100. But when I manually search on facebook, there are 100+ accounts and most of them are public. The number of accounts returned is also not consistent.
