Next Page Cursor is not working

Whenever I enter a value in next page cursor (like 1) it throws an error. I'm lso not exactly sure how to use this input. I would like to skip the beginning of the follow lists and retreive later portions of the list without having to read the entire list. I'm assuming this is what the next page cursor is for, but it's not working.
