What it does
- Fetches the latest single daily filing file.
- Parses each record into a normalized entity dict.
- Delta-qualifies against prior state (replay-safe, idempotent).
- Scores each lead deterministically (filing type + data quality, no LLM).
- Emits events to the dataset, settles via PAY_PER_EVENT.
