What does Federal Register Monitor do?

Federal Register Monitor lists US rules, proposed rules, notices and presidential documents from the official Federal Register API, filtered by topic, agency or CFR part. It also has a monitor mode that returns only documents it has not returned before, so a daily schedule gives you just what is new. No key, no scraping.

Each row has:

  • document number, title and type (rule, proposed rule, notice, presidential document)
  • agencies
  • publication date, effective date and comment deadline (and a flag that says whether the comment period is still open)
  • CFR references (title and part, for example 40 CFR 60)
  • the significant flag (significant under Executive Order 12866, as marked by the Unified Agenda)
  • the abstract
  • HTML and PDF links
  • docket IDs and the Regulations.gov link when the document has one

Who is it for?

  • Compliance and regulatory affairs teams: every new rule or proposal that touches the CFR parts you are subject to.
  • Law firms and consultants: alerts for clients by agency, topic or CFR title, with comment deadlines.
  • Trade associations and advocacy groups: proposed rules that are still open for comment.
  • Journalists and analysts: significant rules by agency, as a feed or a spreadsheet.

How to use it

  1. Click Start with the default input: the 50 newest documents of the last 7 days.
  2. Add filters: search terms, agencies (EPA, Energy Department), document types, CFR title or part, significant only, open for comments only.
  3. For alerts, choose Mode: Monitor and schedule the Actor daily. The first run saves a baseline; every later run returns only new documents. Connect the dataset to Slack, e-mail or a webhook.

Monitor mode

monitorStatus is listed in list mode. In monitor mode it is baseline (first run, or after you change the filters) or new (not returned before). Checked live on 7 October 2026 with EPA documents of the last 3 days: the first run returned 4 baseline rows, the second returned none (and one free no-results row), and after two document numbers were removed from the saved snapshot the third run returned exactly those two as new.

How much does it cost?

This Actor uses pay per event:

EventPrice
Document returned (one row each)$0.001
Info rows, error rows and "no results" rowsfree
  • 1,000 documents cost $1. The default run (50 rows) costs $0.05.
  • In monitor mode you pay for the rows you get: the baseline once, then only new documents.
  • The Federal Register API is free. Apify also charges a tiny standard start fee per run.
  • Set Maximum cost per run and the Actor stops when it is reached.

Limitations

  • Only what the Federal Register publishes. Documents appear on the day of publication; corrections are separate documents.
  • Search is the Federal Register's own full-text search, which matches the document text, not only the title.
  • Several search terms or CFR references run as separate searches and are merged (at most 20 combinations).
  • The Federal Register search returns at most 10,000 results for one query; use a shorter date window for bigger jobs.
  • Monitor mode remembers document numbers, not versions: a document is returned once. Its list is kept for 90 days.
  • significant reflects the Unified Agenda marking; most documents are not marked.

FAQ

Is this official data?

Yes. It comes from the Federal Register API run by the Office of the Federal Register (National Archives) and the Government Publishing Office.

Do I need an API key?

No.

How is monitor mode different from list mode?

List mode returns every matching document each time. Monitor mode remembers the document numbers it has returned (in a named key-value store in your account) and returns only new ones.

Can I get rules that change a specific part of the CFR?

Yes: put 40 CFR 60 in cfrReferences. You get every document that amends or affects that part.

regulationsGovUrl is filled when the document has a comment page on Regulations.gov; otherwise it is null.
