Get EU public procurement notices from TED (Tenders Electronic Daily), the official portal where every tender above the EU thresholds is published. This TED tenders scraper reads the portal's public Search API, so it is fast, complete and does not break when a web page changes. Each notice comes back as one flat row: title, buyer, country, CPV codes, estimated and awarded values, deadlines, lots and links to the notice, its PDF and XML, as JSON, CSV or Excel.
Filter by country, CPV code, stage (calls for tenders, awards, planning), full text, dates, value and EU funding, or paste a TED expert query. Schedule it with Only new rows to get a daily feed of new tenders for the price of the new rows.

What you get
One row per notice, the same columns for every country and language:
- Notice: publication number, notice type and stage, version, publication and dispatch dates, links to the notice page, PDF and XML
- Title: in the language you choose (TED translates titles into all 24 official EU languages) and in the original language, plus the procedure title
- Buyer: name, country, city, postcode, registration number, legal type, main activity, website and buyer profile, never a contact person
- Classification: main and additional CPV codes with the CPV division name, contract nature (works, supplies, services), procedure type, legal basis, framework agreement, GPA coverage, SME suitability, reserved procurement
- Place: NUTS codes, countries and cities of performance
- Money: estimated value (procedure or sum of lots) and awarded value with currency, values per lot
- Dates: tender deadline with time, request deadline, contract conclusion, duration, start and end
- Lots and texts: number of lots, lot identifiers and titles, procedure and lot descriptions, change descriptions for corrigenda, EU funding flag
Why this actor
- Official API, iteration mode: the Search API's iteration mode is used, so there is no 15,000-result cap and pages stay consistent while new notices arrive.
- Filters that read like the TED form: country names or codes, CPV prefixes (72 covers all IT services), stage, nature, dates such as
7 days, open-for-tenders only, minimum value, EU funds, or your own expert query. - Nearly 80 flat fields with stable names, labels next to every code, numbers as numbers, dates in ISO format.
- Count before you pay: Count only shows how many notices match and what they would be charged; nothing is delivered.
- Contact persons, winners and tenderers are never requested; you pay per delivered notice, with a charge cap.
How to use it
- Open the Actor and fill in Buyer countries (the other fields are optional filters).
- Set Maximum notices to a small number for a first try (the default is a safe start).
- Optional: tick Count only and start once. You get the number of matching rows and the estimated cost, for free (only the start event is charged). Untick it to get the data.
- Click Start. The status line shows progress; the run stops cleanly at your limit or at the charge limit you set in the run options.
- Open the Dataset tab and download JSON, CSV, Excel, XML or HTML, or send the rows to Google Sheets, Slack, Make, n8n or Zapier with the Integrations tab.
- To run it on a schedule, use Schedules in Apify Console and turn on Only new rows since the last run below: every run then costs only the new rows, and a webhook URL tells you when something new came in.
Input
| Field | What it does |
|---|---|
countries | Buyer countries: names or ISO codes (Germany, DE, DEU), one per line; empty = all |
text, cpv, formTypes, contractNatures | Full text (software OR hardware), CPV codes or prefixes, stage, works/supplies/services |
publishedAfter, publishedBefore, openOnly, scope | Dates (2026-10-01, yesterday, 7 days, 3 months), only notices still open, active notices or the whole archive |
buyerName, placeOfPerformance, procedureTypes, minValue, euFundedOnly | Buyer name contains, country or NUTS region of performance, procedure, minimum value, EU funds |
sort, language, maxItems, includeDescription, includeLots | Newest, oldest, highest value or relevance; language of titles and descriptions; limits and text fields |
query, publicationNumbers | A TED expert query instead of the filters; or specific notices by publication number or link |
countOnly, onlyNew, stateName, notifyUrl, notifyWhenEmpty | Count only (deliver nothing); see Automation below |
Expert queries use the TED search language: buyer-country=FRA AND classification-cpv=72* AND publication-date>=today(-30), with FT~"data centre" for full text and SORT BY estimated-value-proc DESC for ordering. When query is set the filter fields are ignored; scope, sort and the output options still apply.
Example: open calls for tenders for IT services in Germany and Austria from the last two weeks, biggest first.
{"countries": ["Germany", "Austria"],"cpv": ["72"],"formTypes": ["competition"],"publishedAfter": "2 weeks","openOnly": true,"sort": "value","maxItems": 200}
Output
78 fields per row. Empty values are null, never missing, so CSV and Excel columns are stable.

Results can be downloaded as JSON, CSV, Excel, XML or HTML from the Dataset tab, or read through the Apify API.

Pricing
Pay per result. You pay for each notice delivered to your dataset, nothing else: no subscription, no minimum, no charge for rows your filters drop or for the requests behind them.
| Your Apify plan | Price per 1,000 rows | Price per row |
|---|---|---|
| Free plan | $3.00 | $0.003 |
| Starter plan | $2.67 | $0.00267 |
| Scale plan | $2.33 | $0.00233 |
| Business plan and above | $2.00 | $0.002 |
Example: 1,000 notices cost $3.00 on the Free plan and $2.00 on the Business plan. The Apify platform usage of a run (compute, storage) is small for this actor — well under one cent per 1,000 rows — and is billed by Apify separately, as for every Actor.
A start event of $0.00005 is charged once per run (Apify default).
Cap your spend: set Maximum total charge in the run options. The actor stops cleanly when the cap is reached and you keep everything delivered until then. The run summary (RUN_SUMMARY in the key-value store) says why a run stopped.
Check before you pay: turn on Count only to see how many rows match and what they would cost at your tier. That run delivers nothing and costs only the start event.
Automation: only new rows, notifications, schedules
Only new rows since the last run. Turn on onlyNew and the actor remembers every notice it delivered to you (in a key-value store named rowcraft-ted-tenders-scraper-state in your Apify account). The next run with the same stateName skips what you already have and you pay only for new rows. The first run delivers everything that matches. Use a different stateName for each schedule or search so they keep separate memories.
Notification when the run ends. Put a webhook address in notifyUrl and the actor sends one JSON POST with the number of new rows, links to the dataset (JSON and CSV) and the run. It works out of the box with Slack and Discord incoming webhooks (the message is in text and content), with Make, n8n and Zapier catch hooks, and with your own endpoint. By default it is sent only when there is at least one new row; notifyWhenEmpty sends it every time.
Schedules. Create a schedule in Apify Console (hourly, daily, weekly or cron) with onlyNew on. A daily schedule gives you a feed of new notices for the price of the new rows only.
Integrations. Send the results to Make, n8n, Zapier, Google Sheets, Slack, Google Drive, Airtable or any webhooks from the Integrations tab of the Actor, with no code. Apify also offers native actions for Make, n8n and Zapier.
API, SDKs and AI agents. Every run is available through the Apify API and the official JavaScript and Python clients; the Actor can also be called by AI agents through the Apify MCP server. The example input in the API tab is a working call.
Count only. countOnly returns the number of matching notices and the estimated cost without delivering anything, so you can size a job before paying for it.
Use cases
- Tender monitoring: a daily feed of new calls in your countries and CPV codes, with deadlines, straight into Slack or a sheet.
- Market and competitor intelligence: who buys what, in which region, for how much; award notices show the contract values.
- Lead generation for suppliers and consultants: buyers that publish planning notices today are the tenders of next quarter.
- Research and journalism: values, procedures and EU funding across countries and years, back to the archive.
Ready-made examples, each with the input filled in (open one and press Start, or save it as your own task):
- Find open IT service tenders in Germany on TED
- Find open construction tenders in France on TED
- Find open medical equipment tenders in the EU
- See EU IT service contracts awarded this month
What this actor does not do
- Deliver winners, tenderers, contact persons, e-mail addresses or phone numbers: these fields are never requested from the API.
- Read the full notice documents (specifications, annexes) or the eTendering files; each row links to the notice, its PDF and XML.
- Search national portals below the EU thresholds; TED holds the notices sent to the EU Publications Office.
- Log in, use proxies or solve CAPTCHAs: the public API needs none of that.
Limits and fair use
- One request per second by default, 500 ms at the lowest, in line with the TED API fair-use policy. Each request returns up to about 150 notices (the API caps fields times notices at 10,000 per page), so 1,000 notices take about 7 seconds of requests.
- The API itself limits a query to 250 notices per page and the actor pages through the result set with the iteration mode (no result cap). Very broad queries without
maxItemscan mean many thousands of notices; set a limit or a charge cap for a first try. - Notices published before 2024 (the eForms switch) have fewer fields: no notice identifier, no procedure title, no descriptions or lots; the title, buyer, CPV, values and dates are there.
- If the API answers with a rate limit or an error page the actor waits and retries; after repeated failures it stops and keeps what it delivered (see the run summary).
Data source
The data comes from the TED Search API (version 3), the public interface of ted.europa.eu operated by the Publications Office of the European Union. No key, login or cookie is needed and no path excluded by robots.txt is read. According to the TED legal notice and Commission Decision 2011/833/EU, the notices may be reused, including for commercial purposes, with the source acknowledged; the TED logo is not reused. Each row links to the original notice. Rowcraft is independent and not affiliated with the Publications Office or TED; the names belong to their owners. CPV codes follow the Common Procurement Vocabulary.
Privacy: no personal data
Rowcraft actors are built not to collect personal data:
- Only notice, buyer-organisation and classification fields are requested from the API. Fields about people, including winners, tenderers, contact points, e-mail addresses and telephone numbers, are not part of the request, so they never reach the dataset.
- E-mail addresses, phone numbers and
mailto:ortel:links that appear inside free-text descriptions are removed before the row is saved.
You are responsible for using the data in line with the law that applies to you.

FAQ
Which countries are covered? Every country whose buyers publish on TED: the 27 EU member states, the EEA countries, and others such as Switzerland, the United Kingdom, Ukraine, Türkiye or the Western Balkans when their notices are sent to TED. Type a name or ISO code; empty means all.
What is the difference between the stages? competition is a call for tenders you can still bid on, result is a contract award (with the awarded value), planning is a prior information notice about a coming procurement, cont-modif is a change to a running contract. Pick several at once.
How do CPV codes work here? A code or prefix covers everything below it: 72 is all IT services, 7222 the consultancy group, 72220000 the exact code. Each row has the main code, all codes and the division name.
Which language are the titles in? Titles exist in all 24 official EU languages because TED translates them; you choose the language in language (default English) and the original is in titleOriginal. Descriptions are usually only in the original language, so they come back as written by the buyer, with descriptionLanguage telling you which.
Can I get only notices that are still open? Yes: openOnly keeps notices with a tender deadline today or later. Combine it with the competition stage.
How far back does it go? The whole TED archive: set scope to All and give dates. Older notices (before 2024) carry fewer fields; see Limits.
Can I use my own TED query? Yes, paste it into query. The syntax is the expert search of the TED website; scope, sort and the output options still apply. A syntax error is reported with the API's message in the run log.
How do I fetch specific notices? Put their publication numbers (696546-2026) or notice links in publicationNumbers. Numbers that do not exist are listed under missingNumbers in the run summary and are not charged.
What does Count only do? It asks the API for the number of matching notices and writes it, with the cost at your plan, into the run summary. Nothing is delivered and only the start event is charged.
Can I pay only for new notices? Yes. Turn on Only new rows since the last run: the actor remembers what it delivered to you and later runs with the same state name deliver (and charge) only the new rows.
How do I get the results into Slack, Google Sheets, Make, n8n or Zapier? Use the Integrations tab of the Actor for the data, and the notifyUrl field for a message when a run ends (Slack and Discord webhooks work directly; catch hooks of Make, n8n and Zapier too).
Can I call it from code or from an AI agent? Yes: through the Apify API, the JavaScript and Python clients, and the Apify MCP server. The API tab shows a working example with the input of this Actor.
Is it legal to use this data? The actor reads the official API described in the Data source section and delivers procurement notice data without personal data. The licence of the source is described above. How you use the data is your responsibility under the law that applies to you.
Does it collect personal data? No. Contact persons, e-mails and phone numbers are removed and fields about people are never requested. See the Privacy section.
The run finished with 0 rows. Did I pay? No: with no rows delivered nothing is charged apart from the start event. Check the run summary (RUN_SUMMARY) for warnings, widen the filters, or run with Only new rows off if everything matching was already delivered to you.
