Max Rows doesn't work

I'm assuming max rows is supposed to equal number of jobs? When I run it with 5 max rows, 1 max row, whatever, it doesn't listen and often runs 15 crawls with 8 misses resulting in extra billing I didn't want.

Also why does it fail so many times? Getting charged 40 cents for a run with 2/15 successful is not ideal.
